It was a detention hearing and not an extradition hearing. Rex Tillerson is the one who signed the extradition request. That hearing is not even scheduled.

Minimum sentencing for fraudulent administration is six months in jail. This attorney is in jail in Costa Rica for fraudulent administration. He had't had a trial. He talks about the horrible conditions and deaths in jail. This is from 2012. There are no jury trials in Costa Rica. Just one to three judges depending upon the severity of the charge.

I decided to see what was happening with the civil case Gary has against Powers and Campbell. I came upon this letter. It goes into the hell Gary Michelson has put Powers through. It also shows the corruption involved. Gary Michelson has spent about $30,000,000 in legal fees suing Powers and Campbell in Costa Rica and Los Angeles, California.

Richard is located in the Metropolitan Detention Center in Los Angeles.

I just realized that Powers is listed as Defendant 1. That means there is a defendant 2 or more. That's probably why the complaint is sealed because it names Neil Campbell is Defendant . He'll probably be arrested. As soon as he is in custody his name should pop up in Pacer search.

Minutes of first extradiction hearing, continued to 08/11. It says "Government moves to UNSEAL." Then there's a check that says "granted." Someone else then wrote "* Complaint to remain sealed." The Deputy Clerk signed this "AF." If the Judge ordered it unsealed it should be unsealed. We need to see it to make a proper reply. The Assistant U.S. attorney is John Lulejian.

The original complaint is still under seal. At least we know the charge is "frauduet administration, in violation of section 222 of the Criminal Code of Costa Rica." He needs to argue statute of limitations. Time for some legal research. The extradition is under 18 USC 3184. His hearing is 08/11/2017 at room 540 Roybal building 11:00 a.m. Judge Alka Sagar.
ORIGINAL: Richard was arrested in Hermosa Beach August 5, 2017. He was turned over to federal authority August 7, 2017. He now shows up in the Federal Bureau of Prisons, information below.
As far as I can tell Richard was arrested on a warrant for criminal fraud in Costa Rica. Even though Richard Powers was found not guilty Gary Michelson and his money "found a way" to convince the authorities in Costa Rica to charge him for the crime again. Do they have double jeopardy over there? Below is an article which shows Richard was acquitted and is innocent.
I would think by now the statute of limitations would have run in Costa Rica. The statute of limitations for contract fraud is four years in Costa Rica. The very latest event was 2007. This means Richard should not be extradicted because there is no legitimate legal claim. That is limitation for a written contract. Gary eventually stated that his made up "contract" was oral. There was never any contract except the maintenance contract. There was no agreement to a six percent commission. Gary has this 6% figure in his mind because that was the then going rate to buy/sell a home in the US. That has never been the going rate in Costa Rica especially for teak farms. Gary made millions in the deals. Gary committed perjury and fraud in the Los Angeles case. Gary stated there was a written contract when there wasn't. How far will the American justice system bend for a billionaire?
